Standard supplies like pistols and ammo and cheap rope are all available in the starting jail. To get better rope you can spend points but we won't require you actually do so officially at this point. Binoculars would require points and finding the correct vendor, or hoping to get lucky with Booker since he might have what you need. Maybe.
